Supervision Power Plant Performance Test.

TGPS was hired by Austrian-based company OMV to supervise the EPC and OEM performance testing activities. The site was the installation of two state of the art single-shaft GE combined cycle blocks power by 9FB gas turbines

The TGPS activities on-site included:

  • Revision of the contractual guarantees
  • Revision of the thermal performance test procedure.
  • Revision of the emissions and acoustic testing procedure
  • Supervision of the performance testing activities
  • Calculation of Performance Test Results
  • Revision of the EPC/OEM’s final performance test reports

Overall Combined Cycle Performance Test

TGPS supervised the execution of the New Combined Cyle Performance Test. The configuration of the plant is two GE 9 FB Gas Turbines in Combined Cycle with one Steam Turbine to determine the current Power Plant Performance Test (ASME PTC 46).

TGPS provided the service to supervise the preparations, the execution and the reporting of the performance evaluation program conducted by the various responsible projects in behalf of the power plant’s owner.

The program included the evaluation of the Thermal Performance Combined Cycle at Based load and Part Load, Emissions and Acoustic tests.

Kirikalle Combined Cycle

The plant configuration is described as 307FA  (three GE MS7001FA+e gas turbines and 1 steam turbine in combined cycle). The purpose of the test is to determine the combined cycle power output and heat rate at rated conditions in accordance with the contractual specifications.

In addition TGPS will conduct a near field and far field acoustic test to ensure that the sound levels at the plant are in compliance with the acoustic guarantees.  TGPS will also conduct the emissions evaluation of the gas turbines’ exhaust gases.

The analysis will be executed on the basis of internationally accepted protocol ASME PTC 46 –Overall Plant Performance Test Protocol that describes the methodology to conduct an overall plant performance test.

All individual equipment testing will be done in accordance with ASME Performance test protocols such as: ASME PTC22, ASME PTC6.2, ASME PTC4.4, ASME PTC 19.1. For emissions and acoustic testing, reference test methods are EPA Methods 10 & 20 and ASME PTC 36 respectively.

The plant configuration is described as 407EA (four GE MS7001EA gas turbines and 1 GE SC steam turbine in combined cycle block).  The PP10 project involves the conversion to combined cycle of the plant with the addition of 4 Heat Recovery Steam Generators, 1 Steam Turbine and the required Balance of Plant. The purpose of the absolute combined cycle conversion thermal performance test is to determine the corrected electrical output of the HRSG, Steam Turbine and Bottoming Cycle plant to compare to the contractual guarantees.

TGPS will perform the following Services:

  • Test the performance of the added equipment for the combined cycle conversion. The parameter of interest will be the steam power output measured in the high side voltage of the step-up transformer corrected to the reference conditions specified in the combined cycle conversion contract.
  • Conduct a near field and far field acoustic test to ensure that the sound levels at the plant are in compliance with the acoustic guarantees.
  • Conduct emissions evaluation of the gas turbines exhaust gases. The main parameters of interest will be NOx, O2 and CO2.

Conducting Baseline Combined Cycle Performance Test

  • 1 Combined Cycle Power Plant
    • 1 Gas Turbine – GE MS9001FA+e
    • 1 HRSGs (Three Pressure System with Duct Burning Capability)
    • 1 Steam Turbine
    • Water Cooled Condenser

The purpose of the test is to determine the current power plant performance and identify main areas of improvement.

The main parameters of interest are:

  • Overall Plant Net Output
  • Overall Plant Net Heat Rate
  • Fuel Consumption
  • Auxiliary Power Consumption
  • Gas Turbine Output
  • Gas Turbine Heat Rate
  • Steam Turbine Output

The overall plant performance test will be conducted in accordance with the ASME PTC 46 test protocol. The uncertainty calculation will be done using the ASME 19.1, ASME PTC 6. TGPS will provide the instrumentation required to be in accordance with ASME PTC 46, ASME PTC 6 and ASME PTC 22 Performance Test Guidelines.

The plant configuration is described as two 407FA blocks of (four GE MS7001FA gas turbines and 1 Alstom steam turbine in combined cycle) the site condensation system is based on an Air Cooled Condenser. TGPS will perform the following Services:

  • Preparations, Procedure, Testing and Report of the Thermal Performance Test of the two combined cycle blocks firing gas an liquid fuel.
  • Conduct a near field and far field acoustic test to ensure that the sound levels at the plant are in compliance with the acoustic guarantees.
  • Optional service of the emissions test of each gas turbine.

TGPS conducted and overall Power Plant Performance Test in two Combined Cycles  to determine the current plant performance.

ThermoGen Power Service Inc. conducted the following activities.

  • Prepared a Site Specific Performance Test Procedure
  • Provide High-Precisiont Instrumentation to install around the power plant
  • Direct all testing activities at site
  • Prepare a performance test report
  • Identify together with the client opportunity areas for improvement

 

AES Dominicana – Dominican Republic

Gas turbine (SIEMENS V94)  testing conversion to combined cycle.

The purpose of the delta gas turbine thermal performance test to conduct in AES Dominicana will be to determine the impact of fogger’s installation on gas turbine corrected absolute performance in terms of output & heat rate.

The primary performance results of interest will be:

  • Gas turbine power output benefit
  • Gas turbine heat rate benefit
  • Foggers efficiency

Combined Cycle Performance in Nehuenco II

TGPS supervised the combined cycle performance testing of Nehuenco II Power Plant.   Tests were nducted in simple cycle and combined cycle using liquid fuel and natural gas.

The combined cycle configuration description is:

  • 1 Gas Turbines Model GE MS9001FA+e
  • 1 CMI HRSG (Three Pressure System)
  • 1 Alstom Steam Turbine

The purpose of the combined cycle performance test was to determine the combined cycle efficiency and power output corected at ISO conditions. The following are some of the parameters of interest:

TGPS has been hired by the grid operator, Red Electrica de España to supervise the execution of the test to determine the generation costs and start-up costs of 87 power plants around the islands of: Tenerife, Gran Canaria, Lanzarote, Ceuta, El Hierro, La Gomera, Palma de Mallorca and Ibiza.

In total the following number of plants are to be tested during 18 months period.

Performance testing to regulate the electrical systems in the islands.
